I can't seem to get to metalink currently, however I believe wait_time is measured in centiseconds. In your "waiting for" line it's showing "wait_time=0" signifying that the session is currently in wait, and the number of seconds since wait started (16 at this point). If it's of any benefit the measurement within the file should be the same as what can be found in v$session_wait. It shouldn't be too difficult to reverse engineer for verification.
