Trace File Question: WAIT_TIME = what? Seconds? Centiseconds?

Just a quick question, in a trace file sample below, what is the wait_time measured in? Clearly it's not seconds unless I have a serious problem... (I tried finding the answer on Metalink but searching for this specific question is hard to get the results I needed)
