Did it? I never saw that in new features.
Anyway, I see the same hash in my 11g database for a user that exists in a 9i database - both have the same password.
Mind you, getting the hash has definitely changed - it's in DBA_USERS in 9i and sys.user$ in 11g. NULLs all round in 11g DBA_USERS.
I can even login to the 11g user - which was created using a script with the "identified by values" extracted from 9i.
