I can only take partial credit because I think I remember seeing something similar come up on this list before and that's why I thought of it, but thanks for the kudos :-)

Am I understanding correctly that your database is running on Solaris with NLS_CHARACTERSET=WE8MSWIN1252? That seems very odd to be using a Windows character set on Solaris.

Are you running Forms 10g on Windows or Solaris? I'm not sure about the solution, but you might want to start with having the sysadmins add export NLS_LANG=AMERICAN_AMERICA.WE8MSWIN1252 at the system level (e.g. in /etc/profile or equivalent on Solaris, or in the Windows system environment variables - or else set it for the Oracle installation in the registry, e.g. under HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE\KEY_OraClient11g_home1).
