Do you have these 4 parameters configured in the sqlnet.ora ? (they would be configured to "ACCEPTED")  

#sqlnet.crypto_checksum_client

#sqlnet.crypto_checksum_server

#sqlnet.encryption_client

#sqlnet.encryption_server
