I think that's a doc bug and I think I remember seeing a note about it. I'm pretty sure it should read:

"To install the PSU 11.2.0.2.1 patch, the Oracle home must have the 11.2.0.2.0 . . ."

I'll see if I can find the note confirming it's an error.

I hope I'm not being dense, but the readme for the PSU says "To install the PSU 11.2.0.2.1 patch, the Oracle home must have the 11.2.0.1.0 Database installed. Subsequent PSU patches can be installed on Oracle Database 11.2.0.1.0 or any PSU with a lower 5th numeral version than the one being installed."
