There are different licensing metrics depending on whether you are talking about Enterprise Edition, Standard Edition,...I found this URL helpful... http://www.orafaq.com/wiki/Oracle_Licensing

Tom -

I believe there is a minimum of 25-user license per CPU, so to license your 4 CPU box you would require 100-user license.......even for a single user.
