Opatch error

RH 5.6
Oracle 10.2.0.5.0 Enterprise Manager (Grid Control)

Has anyone run into this error? The ORACLE_HOME environment variable was set to the OMS_HOME. The PATH was updated so that $OMS_HOME/OPatch was the first directory. The statement was executed from $OMS_HOME/OPatch directory. I have successfully detached and re-attached this Oracle Home using the scripts in $ORACLE_HOME/oui/bin, but this error persists.
