Interesting.

Googling for it I can't seem to find a plausible explanation.

There is lots of wrangling on Slashdot as to whether it has something to do with 0x10 being 16 in binary and 10 in BCD. http://tech.slashdot.org/story/10/01/03/1312209/2016-Bug-Hits-Text-Messages-Payment-Processing

Could it be that someone is storing the year in 2 digits?

You would think that lesson had been learned.
