EM Db console on Standby

Has anybody work on the EM Database console setup on Standby server. Point is that if you do some frequent Switchover and don;t have the Grid Control, is there way we can create the centralized setup so that we don;t need to recreate the repository. Something like copying the OS files used by Console and maksing the changes manually OR any other workaround.

Is is possible that we can do the Setup on One server and then do the Switchover and do the setup again and then all work without issue as the files are not deleted from the original Primary
