As I've written a basic GC plugin (which needs desperate attention, BTW), I believe that file only sets the default collection interval at the installation of the plugin, or in this case, the Agent itself. It's just a default starting point that is supposed to have an interface in GC to be able to adjust. And as you've found, changing the file should have no effect, although why the file isn't removed after installation seems to indicate that there could be some function for it.
