I don't know a way to get this informations from statspack, as it's
collection method is far to gross for such questions.
If you have licensed Diagnostic pack, you can query ASH/AWR data. Especially
ASH can give you much more infos:
in v$active_session_history you can find all waits and events for a giving
sample time (timestamp) or check the change of event and seq# of a given
session over time. (just 2 ways to start the checks)
