Full export and sequence behaviour in 8i

Hi

We have exported 8i database and imported into 10g using full=y. After this i notice useres complaining about unique constraint violation as the sequence numbers have a value less then the primary key in some of the tables.Example the seq number is 38 and the table pk has a value of 42

Is it a expected behaviour in export import.
