My bet would have been on "log_archive_start".

What background daemons are running?
This info would give you an insight of "unexpected" functionality that has been enabled.

No, this system has never been in archive log mode. Thus, the archive log target does not exist, anyway.

Yes, odd is the right word. I simply can't imagine why the ARCH process is running, anyway.
