Linux doesn't make a distinction between runnable and actual running (on CPU) states of processes, as, for instance, Solaris does. Maybe that's the reason. Linux calls the state RUNNING to cover both.
BTW, Reference manual for v$osstat clearly states the stats (except for NUM_CPUS and RSRC_MGR_CPU_WAIT_TIME) are OS dependent.
