Log rotation and management

As I now have several eBiz apps systems to care for, I am wallowing in a sea of log files.

It seems that every component of apps generates log files, and the tend to grow rather quickly, consuming all storage in their path.

This in addition to the regular Oracle log files that accompany Oracle, regardless of applications used on the database.

I'm looking for suggestions on a log management tool, something that handles truncation, rotation, compression, retention, etc.

This is mainly on Linux, though something that worked on windows also would be a nice bonus.

So far I've located one that appears promising, Skulker. Haven't really dug into it yet though.

Bonus: Skulker is written in Perl.

One other requirement: it must be free, some sort of open source, etc.
