Since this is windows, it is likely the environment, which is always a challenge
with multiple versions of Oracle on one machine.

There is likely some interence in the PATH variable with other Oracle versions,
and possibly CLASS_PATH as well.

Make sure that ORACLE_HOME is NOT set for the cmd environment.

Start up a command window.

If ORACLE_HOME is set, you need to unset it in My Computer->Properties>Advanced->Env Variables

There is a decent free tool for managing the environment for multiple Oracle Homes on Windows:
