Redo Log file and Buffer sizing

What are the good points to look in Oracle 10g R2 database so as to size the Redo Log file and Buffer. This is big OLTP database accessed heavily by more than 7000 concurrent users. Current Buffer is 130M and Log files is 500M. Logfiles are filled every 5-10minutes. What are the events as well as values that has to be checked to make sure it is working good or I can reduce/increase the Log buffer/redo log files.
