Scalability Practices for DB & APP ?

Folks

What best practices to check for in Database Objects design , access, setup, Layout etc which indicate support for scalability? Optionally what causes impede scalability from the Database perspective?

Similarly what best practices should a Hybrid Application follow to be scalable?
