Probably because trace is set to on in the program level..Every request submitting that program will enable trace and that request is probably scheduled to run every hour.  

Check with Apps DBAs and it's easy to do this through the forms interface.

Yes, it's an Oracle app's db. And yes, I believe you're right that the process comes from the concurrent manager. I ran tkprof on the trace file and got a bunch of calls to concurrent this that and the other.  

Why would it be starting a 10046 trace though? I get them every hour. (BTW I'm asking these questions because it's not really my db, I just happened to be oncall when it went down.)

This trace file might be the result of a process running in the concurrent manager. I recall that ANONYMOUS is used in the trace file name.

Unfortunately the file is timestamped at the same time as PMON
terminated with an error, so it might be related. The contents of the
file seems to be a 10046 trace.
