I had this probleom on Windows (yes, we still have it) just last week, doing something similar
(duplicate database), though it was a 9.2.0.7 database.

The problem was the network - the number of adapters on the server had changed from 4 to 1,
and the cleanup had not been done properly.

Turn on client SqlNet tracing and you will can see if it is a network problem.
