So you don't have the original binaries and your database won't open. Is that correct?

NI can't run SQL on the old (suspected Enterprise Edition) database as it's dead.
But on the new (definitley Standard Edition)

NLSRTL  3.4.1.0.0 Production
Oracle8i  8.1.7.0.0 Production
PL/SQL  8.1.7.0.0 Production

TNS for 32-bit Windows: 8.1.7.0.0 Production
