Dual CPU is overkill for this.

We are running 7 databases on one 64bit RH box - 5 of those databases due quite a bit of IO.
CPU is never an issue.

My recommendation is to skip the 64 bit option if <= 4 gig of RAM is required.
The 32 bit RH is much easier to install Oracle on.
