That's my understanding too - mad indeed!  

In the 10g environment I have right now, we've licensed the Diagnostics Pack so I'm using the alert functionality, but in another 10g environment I'll be implementing soon we won't have the Diag. pack so I'm planning to just schedule a script via crontab to regularly check the dba_outstanding_alerts view and alert me to any new rows. Anyone else see problems with this approach or have a better suggestion?

My understanding was that the monitoring was free - and indeed that custom metric collection is free as well, but that alerting required the diagnostics pack for mad reasons that I do not understand.
