Thanks Joel. I actually provided that same link to Oracle Support last week in response to a statement they made in my SR indicating that an EE database license is required for Grid Control. They haven't responded yet. I'll let y'all know what they say when they get back to me.  

Regarding the mgmt packs, I'm aware they are only available with EE but that's okay - we aren't planning to use them.
