Not exactly - it doesn't depend on how you set your dbtimezone, it depends on how you set your sessiontimezone and how you set your time zone when you (or the application - Oracle itself in this case) entered the data into the TSTZ column. If it is entered as an offset, then that's what you'll see, if it's entered as a timezone region, then you'll see that.

Of course the results you get from "select dbtimezone from dual" will depend on how you set your dbtimezone.
