Yes Mark, I think you're right. My problem is that I'm trying to create the outline for the original SQL without having to run the app with create_stored_outlines=true system-wide since I don't have anyway to turn it on at a more granular level with this app. But, if I can't find a way to get the hash_value to match from my manual execution outside of the app, that's what I'll do.

It's been a while since I did this, but, if I recall correctly, you don't need to match the SQL exactly.
