And also one that could only be accessed by a dumb terminal hardwired into the Oracle server.  

...and then you have physical security to worry about ! I recall in the early 90s, a contractor walked right out of building 100 Redwood Shores (where most of the Oracle porting was taking place) with an ESDI drive containing 100% of the Oracle database server code. They didn't find out for a couple of weeks until a different contractor was assigned that cube...the system under the desk didn't boot...  

No, this is not contractor xenophobia :-)
