Of course, its entirely possible that a weekend cover did all the core design work, considering what I have seen come out of some parts state government...

The best for what purpose? He may be the best holiday cover in the whole

United Kingdom of England, Scotland,
Wales and Northern Ireland. As for the core designs done by a holiday cover, I believe that this practice was picked up by the DMV here in the US.
