Not sure about the Meta Devices, but I don't think we use them. I've never heard the term before and I don't have any direct visibility into the storage systems, but I do get input into what type of RAID I want (always RAID10 if I have a choice), how many spindles, etc. so it sounds like we have more control than what you get with the Meta Device configuration. I don't know about using the outer sectors either. I think some (most?) systems will start at the outer edge automatically and fill inwards, so you will get that effect by default if you just don't use all your space, but I'm not sure on that either. I'm sure there are ways to partition the drives so that you only use a certain portion, but I'm not familiar with the procedure or utilities for doing so. There are some hardware guys on this list that could answer these questions much better than I.
