Batch process resource estimation?

Hi

I have been asked if there is a way to estimate resource consumption of a batch process without running the actual process. The process is mainly PL/SQL codes.

How much undo
How much temp
How much CPU usage

Heck, I have never thoguht this was possible WITHOUT running the process. The guy who asked for it said he saw it in a Oracle Consulting Manager site visit report and he thinks it is possible. I wonder how can this be done?!
