So it would appear that the two base compatibilities in this situation are 10.0 and 10.2.  

And it would appear that the base capability is the version AND release of the Oracle database.  

Thank you Ian for testing this. Greatly appreciated. We can now focus our efforts on exp/imp or perhaps take another shot at datapump.

I thought I'd give this a test for you - trying to TTS from 10.2 to 10.1.0.4 and got  

IMP-00003: ORACLE error 721 encountered

ORA-00721: changes by release 10.2.0.0.0 cannot be used by release 10.0.0.0.0

ORA-06512: at "SYS.DBMS_PLUGTS", line 2025  

I must admit I'm a little puzzled by the '10.0.0.0.0' as the compatibility for my 10.1.0.4 is set to 10.1.0 but I can't say I'm overly surprised by the result

Same or higher after computing the minimum compatibility level which in his case is 10.0. He's not going from 10g to 9i.
