Starting from 10gR2 you actually need not. Just make sure that no other instance has database open. See Chapter 7 of "Oracle Clusterware and Oracle Real Application Clusters Administration and Deployment Guide".

In previous releases (up to 10gR1) there was a requirement to mount database EXCLISIVE in order to change archive mode. Up to 9i that might be done by
SQL> STARTUP MOUNT EXCLUSIVE
without changing any parameter. But in 9i, 10gR1 it is only possible via setting CLUSTER_DATABASE=FALSE.
