Well, in fact, I usually am that guy. I buy a an Intel box with the largest RAM that it will support and the biggest hard drive that the budget will allow.

When the box is maxed out (either on RAM or DASD) I just start saying, "No" until someone says, "I have budget for a new server."

The production is business critical. There is no point to the existence of this organization if the production database is not functioning. This may be hard for the bean counters to understand but their existence is pointless if the database is not working.
