If it is purely data that is moving, and the logic sits in the app, then I'd go for microsoft's DTS. The moment you start having logic in the database (and that is the first, if not the only, place that I'd put it) I'd look at something like the Oracle Migration Workbench to generate a (probably) working app for a developer that knows and understands both systems well to work on. (this ain't cheap unless you happen to be both an Oracle and SQL server house already).
