It might be worth you looking at Oracle Enterprise Manager. The export/import tools in the 'Database Tools' section should do most of what you want. Then you can decide how important the stuff it won't do is to you (is it a must or a would be nice but don't actually need it).

The last item (copy just a selected percentage) would probably require a specialist package, I've heard of one called 'Databee' but I've never used it. The problem with only copying a portion of the data is that you need to make sure that you copy the data you need for referential integrity. To fall back on the old Scott example schema, if you copy employee records for employees in departments 10, 20 and 30 from EMP then you also need to make sure that you copy the relevent rows from DEPT.
