Which caused the "library cache" latch?

Hi all:
 The following is the change of v$latch in five seconds, I am not sure which will cause the library cache latch? And the spin_gets of cache_buffers_chains is always 0, so does it meas that cache buffers chains latch wait will not consume much cpu?
