When you issue 'host command' from your sqlplusw window you can see what
the CWD is.
The CWD of sqlplusw, started from a commandline, is the CWD of your command box when you started sqlplusw.
The CWD of sqlplusw, started from your Windows menu, depends on the entry in the 'Start in' field of the properties of the menu-entry/shortcut.
