 There was a time in the late 90's when the demand for Oracle DBAs was skyrocketing and many people were trying to get in on a good thing. Y2K caused a lot of new systems to be implemented and the dot-com bubble drove even more demand. For people with no experience entering the Oracle DBA field, the certification was a way to demonstrate sincere interest, if not experience.
 Then came 9/11 and suddenly managers could easily hire an Oracle DBA with genuine experience. From what I've seen, the OCP has been relegated to "nice to have" ever since.
