USE_SHARED_SOCKET is environment variable set via Control Panel, System, Advanced tab, Environment Variables and by addition to System Variables you will make it work (BTW this place too is hiding inside registry at: HKLM\SYSTEM\Control\Session Manager\Environment).

Other two registry places you mention are for Oracle 8.0 and 8i (Metalink Doc ID 124140.1)
