Ah, so they told you that the OTN software doesn't work and that you have to order a CD. That sounds like a reasonable answer to me. Maybe you should follow that advice.

Apparently, Oracle installer disagrees. The installer is usually right. You did not, however, answer the question "how exactly did you try changing the temporary filesystem"? That may be your problem.
