Arun:

There are couple of underscore parameters (starting with _IMR) and you can try lower values. I think the default for split brain resolution is 10 mins and the reconfig delay is 5 mins.

Just set the values in a test environment and see if that helps. You may want to check with Oracle Support for official recommendations.
