I am at home and don't have any RAC system at my disposal. So just check the parameter name in X$KSPPI for the correctness.

There are two (or three?) parameters controls the reconfiguration time and split brain resolution time. One parameter is _imr_max_reconfiguration_delay and I think this defaults to 900 seconds. The other one is _imr_splitbrain_resolution_delay and this also defaults to some higher value.

You may want to tweak these parameters to get the fast reconfiguration. Please Please understand the other issues before you start changing this parameters.
