Why don't you just list your credentials in a brief bio statement on your marketing materials, like "OCP 8i/9i, 5 years Oracle Database Administration, 3 years Oracle Developer, wrote/published X articles/books", etc. This is similar to an author's bio statement in a book. That way you can objectively list your expertise credentials without making a claim that others may disagree with.
