Arun:

During startup, the starting instance has to update the bitmap in the node-monitor and LMON process is responsible for doing that. Name service is the state object and your instance will update the bitmap to join the cluster.

Normally LMON process will wait on the state object (to create the bitmap) to indicate that instance is going to join witht he cluster. So I think there is something wrong going on in the communication layer (either the network or the cluster manager or node monitor
-skgxn part). Do you have any messages in oracm.log?
