Not sure I totally agree with that. There are dozens of folks on this list who I would trust to build a DW that may not have any DW experience. Provided they are the type of folks who will go out, buy the top 2-3 DW books, subscribe to a DW list or two, and are the type who will post a q on a list such as this for feedback to get the pro's and con's before any big decision. Someone like that will get up to speed within a month or two and in the long run will be worth it. It really depends on the personality and base skillset.

Another thing I wanted to mention is it is very hard to find someone very knowledgeable in data warehousing. It is a totally different ball game and somebody who worked in OLTP and general purpose db's may not be a good fit for dw dba job. just my 2 cents...
