Ashoke,

yes. I have experienced issues with applying Security Alert #68 patchsets on 8.1.7.4.x on win32.

There is a bug in patchsets later than 8.1.7.4.15 that affects the java virtual machine.
There is a workaround available that we have successfully put in place so that we could use the package utl_smtp (utl_tcp) with 8.1.7.4.16.

upgrade/migrate your 8.1.7 databases to 9.2. Do not get stuck in the mire of a soon to be desupported release. There are less than 60 days until no more fixes to be released for 8.1.7x.
