not sure if if you want to convert to utf8 from WE8ISO8859P1 or the opposite
but the follwing metalink documents can help you Note:119164.1 valid superset definitions &
Note:260192.1 conversion to utf8 from WE8ISO8859P1

ccscan utility returned no errors. Database size very small. If this is possible, do I need to exp/imp after that?
