reg APPS standard WHO column ?

hi all,
the env is oracle apps 11.5.9/oracle 9.2.04/AIX5.2

many tables in APPS environment have standard WHO columns like LAST_UPDATE_LOGIN .

the docs say that LAST_UPDATE_LOGIN = FND_LOGINS.USER_ID but it is not so.this column is not as explained in the docs !!

can anyone explain me what value this particular column holds and when is this updated and by whom ?
