Oracle Expert become part of the Oracle Tuning Pack, yes.

If I remember correctly, Oracle Expert was based on some RDB technology (or made by some ex-RDB people) and it's allowed automatic optimization of things like the database init.ora parameters. The Tuning Pack also includes things like the Oracle SQL tuning tool.

I never used it, but I know Oracle Expert had great results in some of their main test sites; but I haven't seen any big "success stories" after that.
